Powering Aquaculture Resilience: How Insurance Can Safeguard South Africa’s Growing Tilapia Industry.

Over the past decade, South Africa has experienced a steady rise in the demand for fish meat—driven in large part by the country’s ongoing shortfall in chicken meat supply. As consumers diversify their protein sources, aquaculture has emerged as a vital pillar in securing South Africa’s food future. At the heart of this growth is tilapia farming, which has attracted substantial medium- to large-scale investment across the country.

But with opportunity comes vulnerability.

While tilapia farming offers a sustainable and scalable protein alternative, its operations are critically dependent on stable environmental conditions—conditions that are increasingly threatened by electricity outages. Power failures directly disrupt key water parameters such as oxygen levels, temperature, and pH balance—posing a serious risk to fish survival and farmer livelihoods.

To better understand these risks, our team at Maksure Risk Solutions conducted controlled experiments to assess the impact of electricity outages on tilapia across various growth stages and seasons. The results were revealing.

During winter months, tilapia mortality surged, with mature fish showing the highest vulnerability. Cold water temperatures, combined with oxygen depletion and elevated pH levels, created fatal conditions within just 2.5 to 4 hours of power loss. In contrast, summer offered more leniency, with survival times extending to between 7 and 15 hours, depending on fish maturity and water temperature.

These findings underscore a critical truth: climate and energy insecurity are now intertwined with food production. And without strategic interventions, the sector risks unsustainable losses.

Insurance as a Catalyst for Sustainability

At Maksure, we believe insurance must evolve in step with emerging risks. Armed with these insights, we are continously developing innovative insurance solutions—both parametric and indemnity-based—to shield aquaculture farmers from the financial shock of power disruptions.

Parametric products, for instance, can trigger immediate payouts based on measurable parameters such as recorded outage duration or water temperature thresholds. This enables rapid response and continuity for farmers. Indemnity-based products, meanwhile, offer tailored coverage based on actual losses incurred.

By embedding risk mitigation into the aquaculture value chain, we’re not just offering cover—we’re offering confidence. Confidence to invest, to grow, and to sustainably meet the protein demands of a changing nation.

Looking Ahead

As South Africa intensifies its transition toward food security and economic diversification, it is imperative that insurance keeps pace with the realities on the ground. The future of fish farming depends not only on biology and water quality—but on resilience infrastructure, adaptive planning, and financial tools that reduce exposure to unpredictable shocks.

In this new era of agri-tech and climate-aware investment, insurance is more than a safety net—it is a strategic enabler.
